The Ministry of Statistics and Programme Implementation released a uniform framework for district-level economic output estimates. The new base year is 2022-23.
The ministry finalized the Guideline for Compilation of District Domestic Product Estimates after receiving feedback. State governments provided input. Union Territories, academic institutions, researchers, and other stakeholders also provided input. The National Statistics Office had released the draft guideline on April 7 for public consultation.
The guideline covers the following:
- Concepts and data sources for district-level estimates
- Procedures and methods for estimation
- Gross District Domestic Product
- Net District Domestic Product
- Per capita income at the district level
The framework uses a bottom-up approach where district-level data is available. For sectors without such data, it recommends top-down estimation methods. It also recommends suitable allocation indicators to derive district-level estimates in a consistent manner.
At present, 26 states and Union Territories compile district domestic product estimates. The ministry continues efforts to bring all states and Union Territories under this common framework.
The ministry expects the guideline to standardize estimation practices across states. It also expects the guideline to strengthen the systems for district-level economic statistics.
Reliable and comparable district-level economic estimates will support decentralized planning. They will also support evidence-based policymaking, regional development analysis, and informed decision-making at the local level. The ministry expects the guideline to help states and Union Territories strengthen their statistical systems. It also expects the guideline to help them improve capacity for preparing robust district-level economic estimates.
