Govt to Sell Up to 5% Stake in GIC via OFS Starting June 16
The Government of India is set to divest a significant portion of its holdings in the General Insurance Corporation of India (GIC) through an Offer for Sale (OFS). This strategic move is part of the Centre's broader push to meet its disinvestment targets for the current fiscal year.
Details of the GIC Offer for Sale
The Department of Investment and Public Asset Management (DIPAM) has announced that the OFS will open for institutional investors on Tuesday, June 16. Following the institutional bidding, retail investors will have the opportunity to participate in the sale on Wednesday.
The government has fixed a floor price of Rs 352 per share for the offering. According to DIPAM Secretary Arunish Chawla, the government will initially divest a 2% equity stake in GIC, with an additional 3% stake made available through a green shoe option. This brings the potential total stake sale to 5%.
Valuation and Revenue Projections
The sale of more than 8.77 crore shares at the floor price of Rs 352 apiece is expected to generate approximately Rs 3,000 crore for the national exchequer. For investors, the floor price represents a notable 9.36% discount compared to the closing market price of Rs 388.35, where GIC shares ended the session on Monday, up by 2.55%.
This discount is a standard mechanism used in OFS to attract institutional participation and ensure the successful pricing of the stake sale in the secondary market.
Strengthening the Disinvestment Pipeline
The GIC stake sale comes at a time when the Central Government is aggressively pursuing its disinvestment agenda. So far this financial year, the government has successfully mobilised Rs 13,389 crore through various stake sales in Public Sector Undertakings (PSUs).
The breakdown of the funds raised through recent divestments includes:
- Coal India: Rs 5,542 crore
- NHPC: Rs 4,357 crore
- Central Bank of India: Rs 2,266 crore
- NLC India: Rs 1,223 crore
The government is working towards an ambitious goal of surpassing its budgeted target of Rs 80,000 crore, which encompasses both PSU disinvestment and asset monetisation, for the current fiscal year. The GIC sale is a key component in maintaining this momentum and bridging the gap toward the fiscal target.
Key Takeaways
