Under the old model, analysts warned that “intelligence loopholes” left Japan vulnerable to foreign espionage and to being caught off-guard by rapid developments. The centralised body will prioritize ELINT, SIGINT and cyber-espionage countermeasures, signalling a shift from a purely defensive “shield” mindset to a more proactive “spear” posture that relies on superior information awareness.

Japan’s restructuring sends a clear message to its security partners, especially the United States.
