India Eyes Russian Siberian Rare Earth Deposits to Diversify Supply

India is intensifying its global search for critical minerals, entering discussions to source rare earth samples from Russia’s massive Tomtor deposit in Siberia. This strategic move aims to secure essential raw materials and reduce the country's heavy reliance on Chinese supply chains for high-tech manufacturing.

Strategic Negotiations with Rosneft

The Indian state miner, IREL (India Iridium Limited), which operates under the Department of Atomic Energy, is currently in talks with the Russian oil major Rosneft regarding the Tomtor deposit. This deposit, located in Yakutia, is recognized as one of the world’s largest undeveloped rare earth sites.

According to reports, these discussions are being conducted through official government channels and remain confidential. The proposed plan involves sourcing mineral samples from the Siberian site, which would undergo processing in Russia before being shipped to India for detailed analysis. India intends to conduct a rigorous study of the mineral composition at Tomtor to determine the feasibility of deeper long-term engagement.

Securing the Future of High-Tech Manufacturing

Rare earth elements are indispensable components in modern technology, serving as critical inputs for electric vehicle (EV) motors, advanced defence systems, and clean energy technologies. While India holds the world’s third-largest rare earth reserves—estimated at approximately 7.23 million metric tons—the nation currently lacks the large-scale refining capacity required for high-purity separation.

To bridge this gap, the Indian government has approved a ₹73 billion ($770.77 million) programme focused on boosting domestic rare earth magnet production. The ultimate goal is to establish a robust domestic magnet manufacturing ecosystem by the 2029–30 period.

A Multi-Front Global Sourcing Strategy

The pursuit of Siberian samples is just one component of India’s broader "China Plus One" strategy for critical minerals. IREL is managing a diversified portfolio of international interests to ensure supply chain resilience.
