EU citizens living in Cyprus often miss an important step.

You arrived and registered. You got your MEU1. You opened a bank account and a tax number. After five years of legal residence, you qualify for the MEU3.

The MEU3 is a Certificate of Permanent Residence. It is not an investment program. It is a right you earn automatically.

Why you need it:

  • Banks ask for proof of permanent ties.
  • It simplifies GESY registration.
  • It makes long-term lease applications easier.
  • It proves you no longer need to show employment or health insurance to maintain status.

The difference between MEU1 and MEU3: • MEU1: Registration certificate for your first arrival. • MEU3: Certificate of Permanent Residence after five years.

Requirements for the MEU3:

  • You must have EU nationality.
  • You must show five years of continuous legal residence.
  • You must have maintained legal status through work, study, or sufficient funds.

Note on absences: You can leave Cyprus for up to six months per year. You can also leave for up to 12 consecutive months for special reasons without losing your continuity.

Documents you need: If you work for a company:

  • Completed MEU3 form.
  • Passport or ID.
  • Current MEU1 certificate.
  • Employment contract.
  • Social Insurance records.

If you are self-employed or run a company:

  • All base documents above.
  • Business registration proof.
  • Tax returns and E-data records.
  • Social Insurance records.

If you live on passive income:

  • Proof of sufficient funds like bank statements or pension letters.
  • Proof of health insurance for the five-year period.

How to apply: You must apply in person at the Civil Registry and Migration Department. You can go to Nicosia, Limassol, Paphos, Larnaca, or Famagusta.

  1. Book an appointment. They do not take walk-ins.
  2. Bring original documents and copies.
  3. Pay the fee (40 EUR).
  4. Wait 4 to 8 weeks for processing.

One important distinction: The MEU3 does not change your tax status. Tax residency depends on your days in Cyprus and the 60-day rule. The MEU3 simply proves your permanent legal ties to the country.
