India Eyes Russian Siberian Deposits to Secure Rare Earth Supplies

India is intensifying its strategic efforts to diversify critical mineral supply chains by entering discussions to source rare earth samples from Russia’s massive Tomtor deposit. This move marks a significant step in India's mission to reduce its heavy reliance on China for the minerals essential to high-tech industries.

Strategic Engagement with Russia’s Tomtor Deposit

State-owned miner IREL, which operates under the Department of Atomic Energy, is currently in talks with the Russian oil major Rosneft regarding the Tomtor deposit located in Yakutia, Siberia. Rosneft acquired rights to this site last year, and it is considered one of the world’s largest undeveloped rare earth deposits.

According to reports, these high-level discussions are being routed through official government channels. The initial phase of this engagement involves obtaining mineral samples from the site. These samples will undergo processing within Russia before being shipped to India for detailed analysis. India intends to conduct a thorough study of the mineral composition of the Tomtor deposit before committing to any long-term or large-scale commercial engagement.

Strengthening the Domestic High-Tech Ecosystem

The pursuit of rare earth elements (REEs) is driven by their status as indispensable components in electric vehicle (EV) motors, advanced defense systems, and clean energy technologies. While India holds the world’s third-largest rare earth reserves—estimated at approximately 7.23 million metric tons—the nation currently lacks the large-scale refining capacity required for high-purity separation.

To bridge this technological gap, the Indian government has approved a ₹73 billion ($770.77 million) programme aimed at boosting domestic rare earth magnet production. The ultimate goal is to establish a robust domestic magnet manufacturing ecosystem by the 2029–30 period, reducing vulnerability to global supply shocks and geopolitical tensions.

A Global Diversification Strategy

The engagement with Russia is part of a much broader, multi-pronged strategy by IREL to secure mineral sovereignty. India is not limiting its search to a single geography; instead, it is actively evaluating mining prospects across several continents to ensure a steady supply of critical minerals.
